to Use Public Parking Spaces in
Effective:

Purpose
Represents the approved policy of the Plymouth
Development Corporation (PDC) relative to the use by private property
owners, developers, contractors and individuals of any of the public parking
spaces that are leased to the PDC by the Town of

Policy Guidelines

Any private property
owner, developer or individual who seeks to utilize parking spaces, during
either daytime or nighttime hours, in
conjunction with construction, reconstruction or alteration of a building or in
conjunction with any other non-parking purpose shall, prior to such utilization,
obtain a permit and pay a fee pursuant to
the following sections.

Requests to utilize parking space(s) for any of the
purposes listed in Section 1 of this policy shall be
submitted to the Park Plymouth office at least one (1) week prior to the date
that the utilization is requested. The application shall include information
regarding the applicant(s), the project, the
number of spaces to be utilized (including meter numbers where possible), and a
description of the vehicles, structures or materials to be located in the
spaces (click here for the application form

Requests for special waivers or dispensations
should be submitted to the Park Plymouth office for review by the Plymouth
Development Corporation board, and these must be submitted at least one (1) month
prior to the intended date of utilization.

Any permit application
for up to 21 days shall be submitted for approval by the Park Plymouth Manager who will determine signatures
required for the situation and distribute it to
the Police, Fire and Building Departments for their approvals as warranted. For
these permits, the Park Plymouth Manager will act of behalf of the Plymouth
Development Corporation.

Any permit application for more than 21 days, and
any requests for special waivers or dispensations, shall be submitted to the board
of the Plymouth Development Corporation for review by the board and approval at
a scheduled meeting of the board.

Any application for use of
public parking spaces shall be accompanied by
a non-refundable application fee of $50 (irrespective of the number of spaces or days). There
shall be a non-refundable daily fee of
$25.00 per meter/space for the first 7 days, $50 per meter/space for the
second 7 days and $100.00 per meter/space for the third 7 days and each day after.
If
applicants use spaces for more days than they have paid for, they must pay for the
additional days.

The granting of a permit
pursuant to this policy may be made subject to certain conditions (i.e. police
detail, reflectorized barricades, lighting, etc.) that are deemed appropriate
to protect the health and safety of the general public in the opinion of the
granting authority upon the recommendation of the Police Department, Fire
Department, Department of Public Works, or other town agency.

Surrounding business(es) and/or residence(s) will
be notified by the Park Plymouth manager or by the PDC board when parking space
use has been approved.

In the event that a
permit is not requested in advance of when parking spaces are utilized, an offender will be notified that
they must apply for a permit and must pay for days that spaces have already
been used as well as for the additional days they intend to use spaces per the above policy. In addition to the $50 application fee,
there will be a penalty fee of $100 for failure to request a permit in advance
of using the parking spaces. It is the responsibility of the property
owner to ensure that all proper permitting is obtained and all fees are
paid.
Summary:
Use of parking spaces for non-parking
purposes (including overnight use) for three weeks (21 days) or less is subject
to approval by the Park Plymouth manager as well as by the Police Department, Fire Department and Building Department
as warranted.
Use of parking spaces for non-parking
purposes (including overnight use) for three weeks (21 days) or more or other
special circumstance is subject to approval by the board of the Plymouth
Development Corporation as well as by the Police Department, Fire Department
and Building Department as warranted.
Use of parking spaces for non-parking
purposes (including overnight use) for non-profit or special events requires a
Special Event Parking Permit Use and should not be requested using this permit.
